Position Summary

Xcellas360 is seeking a detail-oriented and experienced Quality Assurance (QA) Designer to support our growing electric and gas utility engineering operations. The QA Designer is responsible for reviewing and validating engineering design packages to ensure compliance with utility standards, regulatory requirements, client specifications, and internal quality management procedures. This role serves as a critical quality checkpoint between design development and final submission, helping to minimize design errors, reduce rework, improve customer satisfaction, and ensure consistent delivery of high-quality engineering solutions. The ideal candidate possesses strong utility distribution design experience, excellent technical knowledge of electric and gas systems, and a passion for continuous improvement and operational excellence.

Key Responsibilities

Quality Assurance Reviews
  • Perform detailed reviews of electric and gas distribution design packages prior to client submission.
  • Verify compliance with utility standards, construction standards, engineering specifications, and applicable codes.
  • Review design calculations, construction drawings, work orders, material specifications, and supporting documentation.
  • Ensure all designs are complete, accurate, constructible, and aligned with customer requirements.
Technical Compliance
  • Validate compliance with:
    • National Electrical Safety Code (NESC)
    • National Electrical Code (NEC)
    • Local, state, and federal regulations
  • Ensure proper application of engineering practices and design methodologies.
Quality Management
  • Maintain quality control procedures and design review checklists.
  • Track quality metrics and identify recurring design deficiencies.
  • Recommend corrective actions and process improvements.
  • Support implementation and maintenance of ISO 9001 Quality Management System requirements.
Collaboration & Mentoring
  • Work closely with Distribution Designers, Engineers, Project Managers, and Operations personnel.
  • Provide technical guidance and feedback to design staff.
  • Assist with onboarding and training of junior designers.
  • Promote a culture of quality and continuous improvement.

Required Qualifications

Education
  • Associate's Degree or Bachelor's Degree in:
    • Engineering
    • Engineering Technology
    • Electrical Engineering
    • Civil Engineering
    • Related Technical Discipline
    Equivalent utility design experience may be considered in lieu of formal education.
Experience
  • Minimum 5 years of utility distribution design experience
  • Minimum 2 years of quality assurance or senior design review experience
  • Experience supporting:
    • Electric distribution systems
    • Gas distribution systems
    • Utility construction projects
Technical Knowledge
  • Overhead and underground electric distribution design
  • Gas distribution design
  • Utility work management processes
  • Joint use and pole attachment requirements
  • Utility permitting requirements
Software Experience
Proficiency with:
  • AutoCAD
  • MicroStation
  • GIS Platforms
  • Utility Design Work Management Systems
  • Microsoft Office Suite
  • Project Management Software

Preferred Qualifications

  • Experience supporting Pepco, BGE, Delmarva Power, or other Exelon utilities.
  • Utility Engineer of Choice (EOC) experience.
  • ISO 9001 Quality Management System experience.
  • Project Management experience.
  • Professional Engineer (PE) license or Engineering certification (preferred but not required).
  • (PE) license or Engineering certification (preferred but not required).
